The Modernization, Installation and Support of Automated Banking System

IFB Number 1 -RSK

 

1.    This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on August 13, 2002 .

2.    The Kyrgyz Republic has received a credit from the International Development Association toward the cost of Payment and Banking Modernization Project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: 1-RSK.

3.    The OJSC "RSK Bank" serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for supply of the Modernization of Automated Banking System, including related services (e.g., installation, integration, training, technical support).

4.    Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, dated January 1,1995 (as amended through October 6, 1999), and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

•(a)      General experience in IT (banking systems)  for not less than 5 years.

•(b)      Specific experience:  Successfully implementation of at least two  similar contracts during the last 5 years.

•(c)      Annual turnover should be in average of at least 1.6  million USD (or equivalent) per year over last 3 years. The Bidder will need to provide audited financial statements for the last 3 years.

The Bidder should have its own resources and technical expertise to manage the project and customize the product to be delivered.

•(d)      Stable goodwill, including performance automated banking systems technical support type SLA (maintenance) agreements.

•(e)      The Intellectual Property Rights in all Standard Software and Standard Materials.

•(f)        Customer service operating in Russian language.

•(g)      Have at least one SYSTEM localized version installation in the banks of the Kyrgyz Republic.

  • 5. Interested eligible Bidders may obtain further information from OJSC "RSK Bank" and inspect the bidding documents at the following address Head office, 38/a ,Pr. Molodoi Gvardii, Bishkek , contact person: Nosova Sventlana Yurevna from 9:00 to 17:00(from Monday to Friday). A pre-bid meeting which potential bidders may attend will be held on April 21, 2010 , 10:00 AM local time at the following address: Head office, 38/a , Pr. Molodoi Gvardii, Bishkek , Conference room.
  1. A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application at the following address Head office, 38/a ,Pr. Molodoi Gvardii, Bishkek , contact person: Nosova Sventlana Yurevna and upon payment of a nonrefundable fee of 200 USD. The method of payment should be Bank transfer.

A set of the bidding documents may be picked up at the address indicated in paragraph 5 or sent to interested Bidders by e-mail in PDF file.

  1. Bids must be delivered to at or before May 24, 2010 at 2:00 p.m. of local time at the following address: Head office, 38/a Pr. Molodoi Gvardii, Bishkek , contact person: Nosova Sventlana Yurevna. The amount of Bid Security required is 20000 USD in form of Bank guarantee.

Late bids will be rejected.  Bids will be opened in the presence of Bidders' representatives who choose to attend at May 24, 2010 at 2:00 p.m. of local time, at the following address: Head office, 38/a ,Pr. Molodoi Gvardii, Bishkek , Conference room.

  1. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
